Is there a possibility to make an i4 engine react at around 5000rpm like a honda?

i though i wrote english.. i'll try to make it easier:
> add a turbo to your engine > remove any sound from the turbo > set the turbo to work from 5000 to 10000 rpm > enjoy your vtec-like effect |
