You've got to add native objects with the track wizard's tool
With so much drama in the V-S-T, it's kinda hard being Bigg B-O-double-S-ninetythree B)

You can ask adnan, he was saying something about adding some render scripts to rpk or something idk exacly
Adnan:
basically it is the same thing as add a light to a headlight
you need add a render in the rpk and them add a render with flag 4 in the map cfg
but there's a max number of renders that you can add in a cfg (that's why some lights in grove street doesn't work)

That's a lame way to do it. Yeah, i know. He copied it from my pudsey's cfg, which got the garage's light spots.

Though all the other light spots are into the rdb/rpk, in form of native objects.

That was made using a cfg with a single light spot at coordinates 0x0x0 and then, with a simple cut, move, center pivot to object move, i got all the coordinates of the light poles lantern, which has then been converted into native coordinates and dropped, as said, into the rdb.

It's a really time consuming thing but the end result is worth it

Does it really take long?
I now regret making so many damn street lights if it takes this long
