It is a question, but how do I import gta car into slrr?

First you need to extract the 3D model from the game, then depending on which GTA it is, (GTA IV will be wft format, and GTA V will be yft format).
Convert the model to 3ds or obj format (Zmodeler 2.2 works with wft, Zmodeler 3 works with yft).
Import the 3ds or obj file into 3Ds Max, do any necessary work on the model, then export as separate scx files and phys files.
Script the files and write a rpk.
Test in game.

Not difficult, but is time consuming.
