I guess you need to do them same way as all paintable parts.
So, if you want to have the inner part paintable, you need to align the paintable material for it. Or, if you want to have decalable lights (like in Remco's S14), then you need to simply create one more layer over the light's glass, and align the material with decals. I tried to do as is done with other parts and cars and put 33% opacity in 3dsmax but the glass is not transparent only it is paintable and opaque

Oh, so I assume you mean paintable glass - then you need to add new layer (of polygons) above the glass (keep the glass as the glass). Make new material (using both diffuse map and opacity map) with decals only (no background).
