I have been active in the pixel car stuff since 02-03 so ill answer you questions.

The first cars was made by a guy called Shin in japan and he called them Kuru Kuru cars, they we're very small like the cars i make and rotating animations, in 2-3 colors.

A guy called Shane over in hawaii started taking the animations apart and giving the cars bodykits and stuff, he posted them on a NFS mod community and alot of guys joined in. They quickly dummed them down to 3 views, the front side and rear, the color standard was "ruled" to be 5 colors for the body not counting outline black.

It grew so big they started their own community called Manga Car Forum, i cant remember who but some one started making the 5 color cars on real car blueprints sized to 1 Pixel = 1 Inch, it quickly became to more popular standard and since the added space to shade and mold with pixels people started to add more shades as they became more advanced.

Scaled cars today will still vary from 14-26 shades for the main body not counting black for outline or AA shades. But the size still remains scaled to 1 Pixel = 1 Inch of the cars irl size.

KK cars doesnt have size requirement and are mostly 5 shades, sometimes i use a sixth shade for an extra highlight.

The "official" community to day is www.pixelcarart.com, since the old one www.pixelcars.com costed a fortune to run and was not active it has been shutdown for good.
