You need to unpack the bff file: *LINK*
From that site download quick bms.
Then download this: *LINK*
Save as a txt file and rename .bms.
Once you have unpacked the file you can import them in 3ds max, using this script: *LINK*
You can also import them into zmodeler 2.2.5 or higher or 3dsim edit.

Installation:
1. Start Max, click on the MAXscript menu, "Run Script..." and open Shift2_car_import.mcr
This will not actually run the scrilt, it will just initialize it, and you only need to do it once
2. Click on Customize -> "Customize User Interface" and switch over to the Toolbars tab; select "Game file import" in Category, and then simply drag&drop the script on your toolbar
Instructions:
Click the "CARS" button and small window will appear. Select which LOD and bodykit you want to import (1 or more), hit "Import model" and select a bml/vhf or meb file.
A second dialog prompts you to select the location of textures; you can skip it if you add this location to your max user paths
While the models are importing, you'll notice that your Command Panel disappears; don't be scared, it's a way of speeding up the process and it will be restored when the import is finished. Should something fail, you can always right-click on an empty toolbar and select Command Panel to enable it.
Note: Importing LADX models from Project C.A.R.S. Will take a while to load depending on your PC specs.
