Want part to be colorable like the rest of the chassis? I think I got my gta sa materials with dff plugin. Anyway, select the part (select polies you want to be colored) & then open materials window (but which 3DSMax are you using? This tutorial goes for the latest years versions) & select green (or pink part of the car as pink is secondary color) with material picker, then select the material in materials window. Right click it & choose "apply to selection" or something. I explained this from my own memory, but basicly it works like this. If you want to add something like carbon fiber, pick the material of the part you want to change. Then the material small box appears again in materials window. Drag & drop the carbon fiber image file into the materials window next to the material box, then connect a line (starts from a small circle on the side of the material/image box) & connect image to the material box's diffuse color or something. I'm pretty sure there actuslly are tutorials for GTA SA 3DSmax modelling, just search something like "how to make gta sa car part paintable in 3dsmax" or something.
I hope it helped you :)
