About your Initial D argument, you just got it all wrong, they've added a fifth symbol in order to be secure from guessing anybody's plate and get sued for it, as the cartoon and manga are both fiction, it's just a measure of precaution, it even says in opening of the every episode. Anime and manga have nothing to do with reality.
Anyone curious in making a proper plate could've used This tool or simply search for fonts and read the relative article on wikipedia, which explains the concept pretty well.
