Well if it's a coke bottle shaped charger... one of those at the junkyard with nothing but rust, is like 5-10k And parts are pretty expensive cuz dem mopar fellers charge alot for what they have at swap meets... especially on a charger! But chargers are cool, one of my favorite cars ever but personally, I think you need to save up for one as a later car... Or just wait on a good deal..
A Nova is pretty cheap, even in good condition, a regular 350 automatic with minimum rust, is $8000... I'd imagine u would take the old engine out and sell it and put a big block with a 4/5/6 speed manual... Chevelles are cool cars! You could probably find a ss in that price in decent shape, but if u want to save u could get a non-ss..
