Okay so Apply your decals, save your cars paint job ingame, go to the main folder, in the save folder go to the skin folder
Change the files of the paintjob to jpg format by going to rename, adding ".jpg" at the end. then find the one which has the decals applied to it, open it in photoshop, re-size it to a higher "HD" res, edit the decals as you wish, save, go back to skins folder, remove ".jpg" .. Open game, load painjob and bam!! High quality decales
