4096ptx shadows, view distance 8km, etc

What can you get with that mod:
- Geometry view distance up to 8000 metres
- Shadow detail up to 4096 pixels (seen in the picture)
- Shadow view distance ip to 8000 metres
- Skidmarks lenght up to 8000 metres
- Better object detail value
- Better LOD detail value
- Fixed options description & loading primary value names
