The idea was to create a program to help creating .rpk for sounds, but i've also tried to make this program as flexible as posible(for other purposes like creating empty .rsd and .res in rpk).

have you tried downloading Visual C++ Redist from the link in description?
please tell me if it worked for at least one person :D
