I know the different garages and the ROC but I never sat down and beat the game. Do you get like new parts as you gain prestige? Or is it just build tune and race?

The answer is NO, you dont get or unlock new parts. you just earn money, build cars and race.. thats the point of the game. But many people of this community just mod their games to the limit and just build their cars for pictures...

if you play regular SLR, not MWM (because in mwm you can buy canrs in catalog, including the prime) when you win the ROC you are given a Prime
