I Was wondering is it possible to convert a Beamng map like this one *LINK* there has been a lack of rally maps so that why i was wondering

Well first off, what format is the map in? The after that you need to convert it into a max/3ds file so it can be scaled and textured, Once thats done export it as a scx file then use track wizard.

i dont really know since the levels im guessing means the actual models.

Found them, in levels, you'll find .dae files. Import into blender. Export into .STL or .3DS. Import into 3DS Max, re-scale, export into SCX. Script and Play.
