Well, I posted instructions. I'll repost them here, now fixed:
Go to the car's "*Carname*/Scripts/source" folder, and find the *car*_vt.cfg file.
Open it and then find this line:
// prevalence *= 1000.0;
If it's set higher than 1000.0, then lower it to 1000.0
