Close enough i made a template for the small front plate and some older plates too, i'm not at home at the moment so i'll send them when i can. Night variant is included in the template but i think it only works with Photoshop. You can improvise by making the plate a bit darker.
And for the plate slots, look into the car's trunk or bumper CFG file (S13 rear bumper for example), find a line which has "Registration" written on the right, and copy it to the CFG of the car part you want to add plates to.
