Sorry for lots of questions but i am a complete noob in PS Literally just select the rims using the pen tool(or even better using a round shape and then fitting it into the rim shape), make a copy of the layer, play with colors, light/contrast etc until you get the wanted result. You can also add a multi-colored layer to get the neochrome effect. Added 22 seconds later: # ijdevil : We doing another Texas2K comp this year? What's that?
